About the role?
The counselling Team role is an executive leadership position responsible for the Counselling Services portfolio (Family & Relationship Services, Family & Relationship Services Law, Employee Assistance Program, Fees for Services & Parenting Order Program) including service delivery, compliance and quality assurance, human resource, professional development and report across the program..
The Counselling Team Leader ensures that robust program delivery, systems and processes are implemented and sustained in order for CatholicCare to achieve its strategic directives and mission objectives.
This leadership role contributes to the overall operational and strategic work of the organisation through its membership on the CatholicCare Leadership Team
This position is based in Toowoomba with occasional region travel. There is an option for this position to be either part-time or full-time, depending on the successful candidate
What do you need to be successful in this role?
In consultation with the Executive Director, the Counselling Team Leader will undertake a range of activities including (but not limited to):
Program Coordination:
▪ Manage the day-to-day operations of the Counselling programs in accordance with the relevant funding agreements, MOUs and contracts by the provision of timely and accurate information and services;
▪ Develop and oversee implementation of the Counselling Business goals in line with the Strategic Plan;
▪ Identify and drive opportunities for the new project/program funding as per Mission, Purpose and Strategic Plan goals;
▪ Initiate and project manage special projects as needed;
▪ In consultation with the Executive Director and Finance Coordinator, develop, monitor, evaluate and manage the Counselling Service’s program budgets including the preparation of reports and briefs for the Executive Director and the CatholicCare Council;
▪ Manage and monitor the Counselling Service’s compliance with all statutory, funding, grant, contractual and legislative obligations;
▪ Ensure data collection systems enable effective reporting on contractual obligations; and
▪ Manage acquittal processes.
Partnership and Stakeholder Engagement:
▪ Work with other service providers, government departments and community organisations to deliver education and information sessions in accordance with the funding agreement;
▪ Develop effective linkages between target group communities and mainstream and local agencies and provide referrals as needed;
▪ Network with other relevant agencies and government departments in order to promote and further the quality of service offered to clients
Team Leadership and Staff Management:
▪ Provide advice on all aspects of human resource management as related to the Counselling Service program including employee and organisational development;
▪ Ensure that recruitment and selection and performance review and management processes are undertaken in accordance with CatholicCare’s Mission, policies and procedures;
▪ Plan, manage and develop the Counselling Service’s professional development, human resource and quality assurance and reporting functions in an efficient and effective manner, developing and monitoring new services in areas of responsibility as required.
Risk Management and Quality Assurance:
▪ Develop, implement and maintain processes for monitoring improvements, as identified by the Executive Director or CatholicCare Council, for service delivery;
▪ Establish and maintain processes for and report on operational risks;
▪ Contribute to the development and review of all relevant policies and procedures, to ensure compliance with relevant legislation and contribution to optimisation of employees and work teams;
▪ Provide strategic support and advice to the Executive Director on policy and QA issues of concern and develop and/or implement appropriate remedial strategies
To be appointed to this role, applicants must:
▪ Postgraduate qualification and professional accreditation and/or registration in Psychology, Social Work, Social Science, with minimum of five (5) years’ experience in the field;
▪ Demonstrate significant experience in social services management;
▪ Demonstrate significant working knowledge of Quality Assurance requirements and the practices and compliance processes needed in relation to the provision of community services within the non-for profit sector.;
▪ Demonstrate an ability to plan and organise discrete projects with the ability to manage conflicting priorities and staff, meet deadlines and identify acceptable costs and outcomes;
▪ Hold a valid current driver’s licence;
▪ Have a current (or eligibility for) Qld Working with Children Check – ‘Blue Card’;
▪ Have a current (or eligibility for) Australian Criminal History Check;
▪ If applicable, have evidence of Australian Work Rights to confirm citizenship or a visa holder.
