Manager – Women’s Case (Townsville)

PICC is a not-for-profit, community-controlled organisation that provides a wide range of health, community services, and social enterprises. PICC’s community services include child protection, early childhood, disability, youth, community justice, domestic and family violence, women’s and family programs, and diversionary services. Our health and community services are funded by various state and federal funding bodies. Our Social Enterprises are a self-funded arm of PICC that includes the community shop, mechanical and fuel services, accommodation, catering, cleaning, transport, maintenance services, and other activities. PICC established its Social Enterprises to provide necessary services and create local employment on Palm Island.

The Women’s Healing Program provides support to Aboriginal and Torres Strait Islander women in contact with the Criminal Justice System.  The aim of the program is to provide a holistic prevention and early intervention program aimed at intervening at the earliest point in cases involving women in contact with the criminal justice system.

  • As the Manager – Women’s Case will have overall management of both the Townsville and Palm Island teams. The Townsville team will include this position and a Women’s Support Worker; the Palm Island team will include a Coordinator and a Women’s Support Worker. 
  • The position will be an integral part of Criminal Justice System, and will offer an integrated court assessment, referral, and support service. You will assist participants by connecting them with treatment and support services to address housing, employment, drug and alcohol, health, and other social needs.
  • You will be work with women and be responsible for assessment and case management of women with complex needs, including the provision of interventions to address issues related to offending behaviour. Women’s social needs, particularly those of women in contact with the justice system, are often related to experiences of gender-based violence, specifically domestic and family violence and sexual violence.
  • As the Manager you will develop strong linkages with the community services support sector. You will be responsible for managing referrals for women to meet a range of social needs, including immediate housing support, within a case management framework. You will also be responsible for making community referrals for women not recommended for Bail and Correctional Orders and provide advice to the courts to assist in bail and sentencing decisions. 

SELECTION CRITERIA

  • Tertiary qualifications in Social Work, Psychology or related Human Services field 
  • Demonstrated ability to work with Aboriginal and Torres Strait Islander women, within a culturally sensitive, healing environment 
  • Manage a case load of women participating in the program with complex and multiple needs in line with program and organizational standards.
  • Assess the risk and needs of women participating in the program and develop case management plans, including intervention strategies to facilitate engagement with appropriate support and treatment services
  • Manage referrals for women that require assistance from specialist support services,
  • Develop and maintain effective relationships with stakeholders, government and community based, to initiate, negotiate and facilitate referral pathways and access for women to a range of services in line with program requirements
  • Apply high level professional practice, judgement and decision making to manage a caseload, ensuring consistency with evidence-based practice.
  • Provide verbal and written advice, including the preparation of accurate progress and final reports in a timely manner to the court to assist with bail and sentencing decisions. 
  • Ability to provide court advisory services to inform the court of participant involvement, progress, and outcomes on the program.
  • Possess or eligible to hold a Working with Children (Blue Card) or AHPRA registration
  • Meet necessary background and security checks for correctional centre
  • Hold a current “C” Class Driver’s License (and maintain a current driving license throughout the period of employment)
