Executive Officer, Diocesan Safeguarding Ministry Catholic Diocese of Toowoomba

JOB DESCRIPTION

We currently seek to employ an Executive Officer, Diocesan Safeguarding Ministry on a full time basis for a tenure of up to 4 years with the Catholic Diocese of Toowoomba.

This position’s main purpose and primary objective is to provide safeguarding information to the Diocese (Parishes and Diocesan Ministries), for the effective prevention of abuse in our diocese through improving our safeguarding practices and policies through training and education.

Key Accountabilities/Duties/Responsibilities include:

  • Position is supported by a Diocesan Safeguarding and Standards Committee appointed by and presided over by the Bishop.
  • With the guidance and approval of the Bishop of the Diocese, the Executive Officer of the Diocesan Safeguarding Ministry provides leadership, support, information and safeguarding training to Parish communities and Diocesan Ministries in the Diocese.
  • Continuous learning on the safeguarding and well-being of children, young people and adults at risk, within and beyond our community.
  • Provide updates and formation on safeguarding matters to Diocesan bodies as requested.
  • Normally meets four times each year, with the Diocesan Safeguarding and Standards Committee.
  • Works in close cooperation with the members of the Student Protection Team in the Toowoomba Catholic Schools Office (TCSO).
  • Participates in quarterly face-to-face meetings of the Queensland Provincial Safeguarding Network (QPSN).
  • Participates in quarterly online meetings (usually through Teams) facilitated by the Professional Stands Office Qld (PSOQ.
  • Directly responsible for the confidentiality and security of all personal records involved in the work of the Diocesan Safeguarding Ministry.
  • Administrator of the Diocesan Self-Assessment Portal with Australian Catholic Safeguarding Limited (ACSL), including preparation of the Diocese for External Audit in 2025, and otherwise as required.
  • Manager of Provider Digital Access (PRODA).
  • Administrator of National Redress Scheme matters
  • Delegate for the Australian Catholic Ministry Register (ACMR) in partnership with the Diocesan Contact person.
  • Administrator of the Blue Card Business sector (Religious Organisation).
  • Administrator of the Diocesan Blue Card Organisation Portal.
  • Administrator of Criminal History Checks (Police Checks) for Diocesan personnel.
  • Manager of all personal information held in the Diocesan Safeguarding Office Files and Records.
  • Any other duties as requested.

We are looking for candidates with these attributes:

  • In all engagement with persons who have been abused or are being abused,the Executive Officer is to be respectful and gentle, listening and affirming. Responses are to be evidence-based, trauma-informed and empowering.
  • Excellent communication skills, including interpersonal, presentation and writing skills.
  • Excellent organisational skills with strong attention to detail with a demonstrated ability to effectively meet outcomes and deadlines in a fast paced and complex environment.
  • Excellent computer skills, with proficiency in the Microsoft Office Suite and file sharing systems.
  • A demonstrated understanding of and commitment to the mission of the Catholic Church in the Toowoomba Diocese.
  • Experience of National Catholic Safeguarding Standards (NCSS).
  • Possession of a current Qld Working with Children Check (Blue Card) and a Criminal History Check (Police Check) prior to commencing employment.
  • Willingness to undertake travel throughout the Diocese to fulfil the requirements of the position.
  • Possession of a C Class Driver Licence or equivalent and a safe driving record.
  • Ability to work flexibly including outside of office hours to meet the requirements of the role.
  • Empathy and patience in dealing with sensitive situations and vulnerable persons.
  • Commitment to respecting confidential and sensitive information.
  • Open to regular external Professional Supervision for case management matters.
  • Prior qualifications and work experience in social work, counselling, legal work, education or pastoral ministry or equivalent life experience.
  • Act always in a manner which does not place at risk the health and safety of yourself or any other person in the workplace.
  • Working in a safe manner adhering to Diocesan Work Health and Safety Policies and Guidelines.
  • Willing to participate in the Catholic Church community, promoting a positive image of the Diocese.
  • Lifestyle compatible with the values and teachings of the Church
  • Maintain confidentiality across all levels including organisation, professional and personal.
