Opportunity  

Central and Eastern Sydney Primary Health Network (CESPHN) aims to meet the health needs of their community, particularly those who are the most vulnerable, by commissioning (procuring) services to address local services gaps and client needs.  We are currently recruiting program officers to support with the planning, commissioning (procurement) and monitoring of mental health, suicide prevention and psychosocial support services across the CESPHN region.

We work at the service level to commission local health and wellbeing services that meet local needs. 

 

About this job 

  • Work from home a few days per week
  • Office based in Mascot (close to public transport) 
  • Full time or part time hours available 
  • The contract is until 30 June 2024 with the possibility of extension subject to ongoing funding 
  • Salary from $80-88k plus superannuation and salary packaging 
  • Closing Date – 24 October 2022 at 5pm

 

Key responsibilities 

  • Support the development of strategic relationships and partnerships with relevant stakeholders across the CESPHN region, including health professionals, consumers, service users and carers;
  • Encourage and promote a regional approach to mental health, suicide prevention and psychosocial support;
  • In accordance with regional activity plan objectives, support the Mental Health Manager in commissioning services to address mental health, suicide prevention and/or psychosocial support needs;
  • Provide support through the commissioning cycle including completion of regional needs assessments, development of evidence-based activity plans and monitoring and evaluating activities.
  • Contribute to the development of service agreements, contracts and memorandum of understandings, utilising CESPHN contract management system as a tool to supporting best practice governance, monitoring and evaluation.
  • Support Governance of CESPHN commissioned services working with contracted providers to monitor and support activities via collaborative problem solving, contract meetings and data analysis. 
  • Support the management of invoicing for contracted providers;
  • Contribute to the development and implementation of evaluation of activities working with the Planning, Strategy and Evaluation team, ensuring involvement of relevant stakeholders.

 

Selection criteria – essential

  • Tertiary qualifications in a health-related field and/or as relevant experience in mental health and/or suicide prevention and/or psychosocial support .
  • Sound organisational skills with proven ability to work autonomously as well as a member of a high performing team;
  • An understanding of and / or experience in commissioning high quality, locally relevant and effective health services informed by the needs assessment and market analysis;
  • Experience in project management, achieving deliverables in an effective and timely manner within budget guidelines
  • Proven high level written, verbal and electronic communication skills, and ability to successfully manage communications across a decentralised organisation;
  • Demonstrated ability to effectively engage a wide range of stakeholders including the Local Health Districts, non-government organisations, community organisations, universities, clinicians, and the public; and
  • Comprehensive capability in of Microsoft Office based computing applications e.g. Excel, Word, Database, Power Point, Client Information Management Systems, SharePoint, Outlook and client management systems. 
  • Experience in commissioning high quality, locally relevant and effective health services informed by the needs assessment and market analysis.
