Salary Range: $160,651 – $186,306 per annum pending experience
Tenure: Full Time, 5 Year Fixed Term Contract

About the role

Townsville Catholic Education (TCE) is seeking an experienced and dedicated Student Wellbeing and Pastoral Services Manager.  This is a Full Time, 5 Year Fixed Term Contract commencing as soon as practicable.

The purpose of the Student Wellbeing and Pastoral Services Manager is to lead and oversee the Guidance Counsellor and Pastoral Development function, providing strategic direction, operational oversight and expert advice to key decision makers to successfully support the needs of Townsville Catholic Education students.

The incumbent of this role leads and integrates the Pastoral Development, Student Wellbeing and Guidance Counselling activities of TCE to deliver proactive, responsive and impactful services to students, school leaders and teachers and broader community stakeholders.

The Student Wellbeing and Pastoral Services Manager implements robust strategies, supported by effective frameworks, systems and processes to enable whole school approaches, and a coordinated and high performing service delivery function with a strong focus on school stakeholders and developing a flexible and sustainable workforce.

Key Accountabilities

Strategy & Planning

  • Lead a collaborative approach to develop the Student Wellbeing and Pastoral Services strategy and priorities and translate these into annual plans to deliver a cohesive, system-wide approach to pastoral development and student wellbeing service delivery.
  • Collaboratively work and engage with TCE leadership, school leaders, and staff to ensure the Student Wellbeing and Pastoral Services strategy is understood and effectively implemented.
  • Ensure the Student Wellbeing and Pastoral Services strategy is clearly articulated and executed (within remit) across TCE, and develop mechanisms for feedback and improvement to ensure school and student outcomes are enabled and optimised.

Engagement

  • Establish, maintain and improve communication pathways to ensure the effective exchange of information, facilitate engagement and support an integrated approach to pastoral development and student service delivery to schools.
  • Consult with Principals, school leaders, and staff to identify needs and opportunities to improve, support and respond to the pastoral and student wellbeing needs in the school.
  • Build and sustain productive and long-term relationships with external organisations and stakeholders to facilitate collaboration in service delivery and build/develop capability to enhance the quality and impact of pastoral and student wellbeing services and support.

Team Development

  • Lead and guide the Team Leader, Guidance Counsellor and Leader, Pastoral Support and Development, ensuring that they have the support to effectively manage, develop and coordinate their team and/or the delivery of services and support.
  • Identify and enable professional development, learning and best practice opportunities and develop strategies and processes to build a capable Student Wellbeing and Pastoral team equipped to respond to contemporary and evolving pastoral and student wellbeing issues.
  • As a key point of escalation, provide expert advice, guidance and counsel on complex pastoral and student wellbeing matters that are sensitive, high risk and/or have broad impacts for TCE.
  • In conjunction with Team Leaders, actively create an inclusive, productive and collegiate work environment that remains focused on supporting students, their families and school staff to enable students to learn and thrive in school.

Operations

  • In conjunction with Team Leaders, develop, implement and continuously improve systems, processes, policies and ways of working to ensure pastoral and student wellbeing needs and being met in the most impactful and efficient way and are compliant with relevant requirements.
  • Support school communities and the Student Wellbeing and Pastoral team members with responses to critical incidents.
  • Develop management and reporting mechanisms to ensure effective governance and risk management, contribute to Development Services leadership and management decision-making, compliance, quality and performance reporting requirements.
  • Liaise collaboratively with the Director – School Development Services and TCEO Finance Department to develop and manage the TCE Student Wellbeing and Pastoral Services budget.

Mandatory Criteria

  • Current Working with Children Suitability Card – The successful candidate will require a paid Blue Card before commencement as per the No Card, No Start policy developed by Queensland Government – exemption for AHPRA or QCT Registration.
  • Full registration as a Psychologist with the Australian Health Practitioner Regulation Agency (AHPRA) Psychology Board of Australia.
  • Post-graduate qualifications in psychology (e.g., Masters or Diploma).
  • Current Driver’s Licence.
  • Ability to travel from time to time within the Catholic Diocese of Townsville.
  • Ability to perform the physical requirements of the role in a safe manner.
  • Significant demonstrated experience providing leadership to, managing and coordinating a team.

Desirable Criteria

  • Professional membership with the Queensland Guidance and Counselling Association (QGCA) or the Australian Psychological Society (APS).
